Many priority courses are free or subsidised by the Victorian Government, meaning lower costs for eligible students.
Free TAFE courses
From 1 January 2019, the Victorian Government has offered Free TAFE for Priority Courses. The scheme covers tuition fees for a range of priority courses.
The Australian Government has announced an additional 300,000 Fee-Free TAFE and vocational education places, available nationally from January 2024.
In primary industries the following priority courses are eligible:
Apprenticeship pathway courses
- Certificate II in Baking
- Certificate II in Horticulture
- Certificate II in Meat Processing (Food Services)
- Certificate II in Nursery Operations
- Certificate II in Production Nursery
Non-Apprenticeship courses
- Certificate II in Agriculture
- Certificate III in Agriculture
- Certificate IV in Agriculture
- Certificate III in Dairy Production
- Certificate III in Horticulture
- Certificate III in Production Horticulture

Head Start Apprenticeships and Traineeships
Head Start s a program that supports students in years 10-12 to participate in a school-based apprenticeship and traineeship (SBAT) program to develop skills, capabilities and confidence that employers in growth industries need. Head Start operates in 12 hubs across Victoria and is available in every Victorian government school.
